Resolution of the Board of Directors of the Corporation for Public Broadcasting
November 16, 2004

Children's Programming

Unanimously

WHEREAS,

Over the years, public television has been a noncommercial safe harbor for children and families, where parents can feel confident about content, where the focus is on education and development, and children's needs and interests come first; and

WHEREAS,

Public television's attentiveness to the needs of underserved children and contributions to preparing children for school are well recognized, and though less recognized, public television has also played a critical role in raising the bar for all of children's television; and

WHEREAS,

To continue to reach children in this new media environment effectively, public television must find the resources and funding to create new programs, expand its services, and deliver programming when and how children and parents want it; and

WHEREAS,

Any efforts to achieve these goals must start from the premise that these new services will continue to pursue public broadcasting's service to children, including its universal availability;

THEREFORE, BE IT RESOLVED,

That to ensure that these goals are met and that public broadcasting's universal service obligation is maintained, CPB is committed to preserving public television stations' ability to access and to distribute over broadcast and other platforms programs funded in whole or part by federal dollars; and

BE IT FURTHER RESOLVED,

That as steward of the federal investment in public television, the Corporation for Public Broadcasting will continue to work with the public broadcasting system to make certain that public broadcasting continues its high level of service to the public, and particularly to children, with the highest quality, noncommercial educational television programming.
