Digital Funding Guidelines
Seven in favor, one abstaining
WHEREAS,
On April 27, 2004, the CPB Board of Directors adopted recommendations of CPB management, determined in consultation with station-based advisory panels and input from the station community, for distribution of funds appropriated by the Congress to CPB for Fiscal Year 2004 "for costs related to digital program production, development, and distribution, associated with the transition of public broadcasting to digital broadcasting;" and
WHEREAS,
CPB, following further consultation with the television advisory panel and input from the station community, has determined that changing needs of public television stations undergoing digital conversion, including a new FCC analog replication deadline, warrant modification for funding priorities in the next rounds of digital conversion grants; and
WHEREAS,
CPB management has proposed to the CPB Board of Directors a recommendation on additional uses of the remaining FY 2004 funds and funds allocated to television from any FY 2005 appropriation;
NOW, THEREFORE, BE IT RESOLVED,
That the CPB Board of Directors adopts funding priorities recommended by CPB management as outlined in the attachment hereto, and authorizes CPB, in consultation with advisory panels and station input, to take such other actions as may be necessary and appropriate to facilitate the goal of timely distribution for effective transition of public television into the digital era.
DIGITAL DISTRIBUTION FUND USES AND PRIORITIES
In addition to previously approved needs, funding of costs of analog replication and shall other areas of transmission may be considered in awarding grants from the remaining FY 2004 Digital Distribution Fund. Such requests that have been approved requests but cannot be met from FY04 funds may receive priority for funding from any FY 2005 appropriation, consistent with existing need and funds available. If FY 2004 funds remain unsolicited after the above priorities have been exhausted, and if demands on the Digital Services Fund extend beyond the amount previously allocated, CPB may allocate remaining funds towards approved digital services projects.
