Establishment of a Digital Distribution Fund
Unanimously
WHEREAS,
Congress authorized the emergency appropriation of $20 million in FY 2001 for the transition to digital broadcast services, including the support of digital program production, deveIopment, and distribution; and
WHEREAS,
The leadership of the public broadcasting community believes that these funds should be invested in facilities, digital content and services, and national network infrastructure needed to support multicasting; and
WHEREAS,
The Board finds that it is in the public interest to recognize the potential impact that the rapid development of digital: broadcasting services will have on existing public telecommunications services, and to ensure that standards and policies are developed for digital broadcasting services that will preserve the integrity of existing public telecommunications; and
WHEREAS,
The Board recognizes the need for the efficient administration of these additional funds for digital broadcast services.
NOW, THEREFORE, BE IT RESOLVED THAT:
The Board expresses its gratitude to Congress for its appropriation; and
BE IT FURTHER RESOLVED THAT:
The Board hereby adopts Management's recommendation to establish a Digital Distribution Fund program based on the attached recommendations from Management dated October 31, 2001, which are incorporated herein.
