Resolution of the Board of Directors of the Corporation for Public Broadcasting

TV Licensee Community Service Grant Requirements

WHEREAS,
The Corporation of Public Broadcasting's guidelines for Television Community Service Grant recipients requires that a station's licensee may not impound or otherwise withhold or inappropriately restrict the use of Grant funds by the station, supplant such funds or other support already being provided to the station by the licensee, or offset budgeting cutbacks by the licensee; and
WHEREAS,
The Board of Directors of the Corporation for Public Broadcasting is deeply concerned that licensees continue to provide adequate levels of support for their stations, particularly in view of the increased funding needs associated with the conversion of public broadcast facilities to digital transmission;
NOW, THEREFORE, BE IT RESOLVED THAT:
The Board of Directors of the Corporation for Public Broadcasting adopts Management's recommendation to re-emphasize CPB's requirements that enjoin licensees from diminishing their support to stations either as a result of increases in private fundraising or in CPB funding. And, in addition, encourages managers whose stations may have been subject to such reductions to seek CPB assistance in effecting the enforcement of CPB policy and the restoration of licensee support.
