Resolution of the Board of Directors of the Corporation for Public Broadcasting

Reallocation of Mission and Goals Funds
Unanimously
WHEREAS,
the Board of Directors has received a recommendation from Management on allocations from the CPB Mission and Goals Fund for two projects: (1) to expand the reach of public radio to rural and culturally-diverse audiences; and (2) to fund a portion of the public television satellite interconnection system to allow low-cost interactive capacity to deliver state-of-the-art educational and information services; and
WHEREAS,
the proposal to expand the reach of public radio includes a recommendation to allocate $1,745,000 for purposes of: (1) increasing the size of CPB grants to sole service public radio stations; (2) assisting public radio stations to undertake the necessary technical and engineering studies to extend the reach of their signal and expand services to new audiences; (3) collecting audience data in sparsely populated markets or for stations which program for specific minority audiences and providing necessary audience data research; and (4) supporting the development of training programs focusing on the unique needs of rural and culturally-diverse public radio stations; and
WHEREAS,
the proposal for the interactive element of the public television satellite interconnection system involves a contribution of $950,000 to the cost of computer software needed to operate a VSAT (Very Small Aperture Terminal) interconnective communications system; and
WHEREAS,
the Board strongly supports efforts to extend the ability of public radio to serve the important audiences in rural areas and those unserved or underserved by other media; and the Board endorses the maximum exploitation of the new public television satellite interconnection system for educational purposes.
NOW, THEREFORE, BE IT RESOLVED:
that the Board accepts and endorses the Management recommendation to allocate $1,745,000 from the Mission and Goals Fund for the public radio purposes listed above, but directs Management to conduct additional study of the audience data research component to determine the most effective allocation for that component in comparison with the other components of the proposal and to report on the findings of the study not later than the January 1992 Board meeting; and
BE IT FURTHER RESOLVED:
that the Board accepts and endorses the Management recommendation to allocate $950,000 from the Mission and Goals Fund for the computer software operating system for the VSAT component of the public television satellite interconnection system; and
BE IT FURTHER RESOLVED:
that the CPB FY I991 Operating Budget, as adopted on May 14, 1990 and amended on September 25, 1990, be further amended, as reflected on the attached table, to accommodate those allocations.
