Waivers for Public Television Grantees

WHEREAS,

The Board recognizes that recent advancements in technological developments offer public television stations unprecedented opportunities and challenges while also creating a range of competition for local stations; and

WHEREAS,

The Board recognizes that local public television stations are facing ever-increasing demands on their limited financial and capital resources, and CPB wishes to use its grant programs to create incentives to improve the efficiency and effectiveness of public television services to the American public.

NOW, THEREFORE, BE IT RESOLVED, THAT:

The Board of Directors of the Corporation for Public Broadcasting hereby approves Management's recommendations that, during a three-year period beginning with CPB's offer of grants for FY 1994, CPB will encourage grantees to propose waivers of any of the eligibility criteria in force at that tune, in cases where the grantee seeking the waiver:

met all current eligibility criteria for the grant and received a grant during the year prior to the waiver request, and

would not meet one or more of the current eligibility criteria because it proposes to conduct, or has begun conducting, some of its operations jointly with another grantee (e.g., proposes to share or has shared some facilities, equipment, or staff).

The Board endorses the Management recommendation for implementation of these waivers described in the attached memorandum dated May 12, 1993.
