Review of FY 1992 Community Service Grant (CSG) and National Program Production (NPPAG) and Assistance Grant Programs

WHEREAS,
Management has reviewed the extensive public record of previous Community Service Grant (CSG) and National Program Production and Acquisition Grant (NPPAG) Reviews; consulted with separate radio and television advisory committees; met with stations and representation organizations at regional and national meetings; sent a written discussion of the current issues to each public television and radio station for response; and
WHEREAS,
As a result of this year's review for FY 1992, Management has recommended that:
future television CSG applicants demonstrate a new and distinctive program service by means of a different program schedule and mission and goals statement;
in the case of a disagreement on whether a different program service is actually being provided by a new public television station, CPB will convene a panel of peers to review the facts and make a recommendation to CPB, which will make the final determination;
a second service television station will have to maintain a distinctive program service indefinitely, supported, if possible, by a letter of agreement with the first service station and an annually submitted program schedule;
a more thorough analysis be done to determine what percentage of nonfederal financial support (NFFS) should be in cash to meet station financial obligations;
radio stations should be allowed to qualify at any time during a given year on a prorated basis;
radio stations need not have a manager responsible for programming and budgetary decisions in joint, dual, and institutional licenses where such matters are the responsibility of a general manager;
the minimum NFFS required for radio station qualification be raised to $175,000 in FY 1992 and to $195,000 in FY 1993, with subsequent adjustments each year corresponding with the CPI No station that is currently in the CSG program would be disqualified if it did not meet this goal by FY1992. Such a station would be grandfathered for two years while it strived to meet the new minimum NFFS level. The Station Development Grant will add one more step to accommodate this higher NFFS requirement for full qualification;
no change be made to the current staffing criterion for radio station eligibility; and
no change be made to the National Program Production and Acquisition Grant program at this time.
NOW, THEREFORE, BE IT RESOLVED THAT:
The CPB Board of Directors hereby adopts Management's recommendations regarding the FY 1992 Community Service Grant (CSG) and National Program Production and Acquisition Grants (NPPAG) and authorizes implementation of those recommendations as detailed in the attached document dated April 25, 1991.
