Resolution of the Board of Directors of the Corporation for Public Broadcasting

FY 1995 Radio and Television CSG Review Recommendations
Unanimously
WHEREAS,
Management has reviewed the extensive public record of previous Community Service Grant reviews; consulted with separate radio and television advisory committees; met with stations and representation organizations at regional and national meetings; and sent a written discussion of the current issues to each public radio and television station for response; and
WHEREAS,
As a result of this year's Community Service Grant review for FY 1995, Management has recommended that:
In radio:
1) CPB's Sole Service Assistance Grants (SSAGs), National Program Production and Acquisition Grants (NPPAGs), Micro-Market Grants, and Station Development (STEP) Grants incorporate a year-round (rolling) application period, and
2) The present maximum dollar limits on qualifying NFFS for each STEP Grant category be eliminated.
In television:
1) CPB implement a new grant program, the Education Service Grants (ESGs), for FY 1995 and future years. To be eligible for CPB Education Service Grant funding, programming and services must be designed to serve general educational objectives. At least three of the criteria outlined in the supplemental material must be satisfied, and
2) The present Television CSG Programming Criterion be amended to apply to repeaters as well as to local stations to discourage duplication of services in already served markets, as described in the supp1emental material, and
3) CPB increase the minimum qualifying NFFS for its Public Television Community Service Grant to $550,000 for FY 1995, to $600,000 for FY 1996,and then tie annual increases to the Consumer Price Index for FY 1997 and beyond; and concurrently, that CPB implement an extended grace period to presently qualified stations that fail to satisfy the new minimum NFFS requirements, and
4) The CSG certification process for additional television applicants in already served markets be altered to require a dialogue between the applicant and incumbent stations.
NOW, THEREFORE, BE IT RESOLVED THAT,
The CPB Board of Directors hereby adopts Management's recommendations regarding the FY 1995 radio and television Community Service Grant programs and authorizes implementation of those recommendations as detailed in the supplemental material attached.
