1. Will CPB or the contractor disburse grant funds?
This is to be determined.
2. Are grantee site visits expected?
Site visits are rare but as warranted.
3. Are existing grant files electronic or paper? If electronic, what form?
Existing grant files are a combination of electronic and paper. The electronic forms may consist of Excel, Word, and PDF documents.
4. Are all grants on same quarterly reporting calendar? What is that calendar?
The existing grants are on the same quarterly reporting schedule; Jan-Mar, Apr-Jun, Jul-Sept, Oct-Dec.
5. Any known problems among portfolio of grants? What are biggest concerns?
Detailed status of grants will be distributed to the awardee.
6. The RFP identifies 37 grants to be transitioned, but notes that they are in different stages of completion. Can you provide further details of the precise status of all of the grants to be managed?
The (37) projects were awarded in three separate grant rounds and are at various stages. Detailed status of grants will be distributed to awardee.
7. Will the consultant be required to certify that submissions for grant applications meet FCC guidelines and will not present regulatory issues of any kind?
The consultant should be knowledgeable of FCC requirements and make appropriate recommendations based on information and certifications provided by applicants.
8. Can you identify the selection criteria? Will price be the deciding factor, or are all proposal attributes to be assigned a weighting? Will any outside consultants be involved in evaluating these responses?
CPB will not be posting the selection criteria.
9. Is it expected that a contract would be for a fixed price, or based on hourly or daily billing?
CPB reserves the right for a fixed price contract but requires an itemized budget with the proposal. Please see section 5.5 of the RFP.
