Question: If the entity responding to the RFP represents a partnership between two organizations, does CPB have any guidance on which organization should be the fiscal agent?

Answer: In responding to this RFP, the respondent should propose the fiscal agent that he or she feels is the most appropriate for the work.

Question: Would the advisor provide counsel only for CPB, or could the advisor also provide counsel to local dropout prevention projects?

Answer: The advisor will primarily provide counsel directly to CPB to support and advance the American Graduate initiative. However, at CPB’s request the advisor may also provide counsel to stations, producers, and other public media organizations participating in the American Graduate initiative on a local or national level.

Question: My firm submitted a proposal for CPB’s Strategic Education Consulting Services RFP (which closed in December 2012). As CPB has not yet announced the results of that RFP, is there any sort of conflict with submitting a proposal for CPB’s American Graduate Strategic Advisor RFP as well?

Answer: There is no conflict with submitting a proposal in response to this RFP if your firm has already submitted a proposal to CPB’s Strategic Education Consulting Services RFP. Any qualified entity may apply.

Question: Should an estimate for travel (5 to 10 trips a year as mentioned on page 2) be included in the monthly retainer/cost proposal? Or should the cost proposal be only staff hours/rates?

Answer: Expenses for travel (such as lodging and airfare) should not be included in either the monthly retainer or the cost proposal. CPB's travel policy is provided for informational purposes.
