The revisions will be the recommendations developed during four collaborative meetings with public radio system representatives. The in-person meetings are scheduled to begin in May of 2012, concluding in November of 2012.

Financial and Operations Analysis

Professional Development Grants

For the 2010 fiscal year, CPB will be providing travel grants for professional development to qualified small public television stations (defined by an NFFS of $2M or less). These grants will enable small stations to continue to receive the training and development needed to enhance their local services. CPB will give priority to stations sending minorities, women and emerging leaders from within their organizations.

American Archive Content Inventory Project Manager

The objective of this Request for Proposals is to solicit proposals from individuals and organizations from both the non-profit and the private sector to begin a system-wide video and audio asset inventory of Public Broadcasting. The content inventory will entail the physical inspection, viewing and classification of assets by specific categories including rights information. The goal is to inventory at least 75,000 hours of public media content through this program over the next eighteen (18) months.

Web-Based Self-Directed Public Awareness Curriculum

This Request for Proposals is for the creation of a web-based application that provides a value messaging curriculum developed from the Public Awareness Initiative.

Digital Radio Conversion Fund FY08-02 Funding Cycle

The Corporation for Public Broadcasting, with guidance from the Digital Consultation Panel which is comprised of leadership from public radio and television membership organizations and representatives of the station community, has recommended an additional allocation of funds for the conversion of digital radio transmitters. Transmitter conversion grants are Priority I for the radio digital conversion fund.

Digital Distribution Fund (DDF) Round 12b

DDF funding for Round 12b projects will assist stations in the purchase and installation of digital transmission equipment necessary to (1) complete construction of digital television transmission facilities as required by FCC Construction Permits that expire on February 17, 2009, and/or (2) complete DTV transmission facility changes, whether or not the project completion target coincides with the February 17, 2009 analog shutoff.

Digital Radio Conversion Fund FY08 Funding Cycle

CPB-qualified radio stations are eligible to apply for a digital conversion grant of up to $75,000 per transmitter to be converted ($85,000 for minority and rural stations).

STEM Community Engagement Pilot

DDF Round 11 is funded through a special federal $29.7 million FY07 CPB appropriation for transition to digital technology.

CPB Nielsen Digital Encoders Program

The reimbursement program is intended to assist stations in the purchases of the digital Nielsen encoders to ensure the accurate measurement of PBS national and local station viewership. The program provides a 60/40 CPB/station split to encourage stations to purchase the digital Nielsen encoders. The program begins on January 15th, 2007. Encoder purchases made between January 1, 2006 and January 15th, 2007 are also eligible.

2006

Digital Distribution Fund (DDF) Round 10

Pursuant to the requirement that all analog television stations cease operations in February 17, 2009, the Corporation for Public Broadcasting (CPB) commissioned a research project to determine the impact of the pending FCC Final DTV Table of Allotments on costs and requirements for CPB-qualified non-commercial educational (NCE) television licensees. This research informed the Digital Television Consultation Panel which recommended DDF Round 10 to assist NCE licensees in the costs of Rechannelization.

Small Station Strategic Planning Initiative: Consulting Services

Consultants will help deliver consistent strategic planning to Stations, and will participate as a team with the other consultants to refine and improve the template and delivery of strategic planning services to Stations. The selection of consultants will be made jointly by a team composed of the Project Director, CPB personnel and the Small Station Advisory Panel.

Radio Station Renewal Project: Station Participation

CPB Radio believes public radio can significantly increase its overall levels of public service by materially improving the performance of key underperforming stations. Stations with a vision of providing greater public service to their communities will have the opportunity to participate in a CPB-funded, two-phase grant program designed to help them reach their potential. At CPB's discretion, this grant program will make available meaningful resources to stations with realistic potential for substantial improvement.

Funds research to establish remaining RF/rechannelization needs of a pre-determined group of public television stations with respect to completion of their conversion from analog to digital transmission of over-the-air broadcast signals.
