What is the CPB match policy?

CPB will reimburse approved applicants up to 60% of the equipment purchase(s) for either the NAVE II manufactured by the Norpak Corporation or the NAVE IIc manufactured by the Wegener Corporation.

Closed caption software, shipment costs, and taxes are not eligible for reimbursement.

CPB will reimburse applicants up to $4,200 for each approved NAVE II encoder.

CPB will reimburse applicants up to $4,200 for each approved NAVE IIc encoder.

CPB will reimburse applicants for any mixture of the eligible encoders up to 2 for their primary transmitter site.

CPB-qualified State Networks will be eligible to be reimbursed for the purchase of two encoders from either the Norpak or Wegener Corporation or any mix of units for their primary transmitter site. CPB recognizes that some State Networks are customizing their digital video streams at their other transmitter sites, requiring additional encoding capability.

In order to provide financial assistance for this need, CPB will reimburse those State Networks that are deploying 'customization' for up to three (3) additional encoders, provided that the additional encoders are associated with transmitters in discrete DMA's.

Which type of Nielsen encoder shall I purchase?

CPB will only reimburse approved applicants for the NAVE II and NAVE IIc encoders.

All other Nielsen encoders are ineligible.

Stations should consult on-staff engineering, a qualified independent contract engineer, or consultant to determine which encoder suits the station’s configuration.

Has CPB arranged a discount?

No, contact the manufacturers for a specific quote.

Currently, Norpak Corporation (NAVE II) is not offering a group discount.

Wegener Corporation (NAVE IIc) has a discount available (priced at $6,495) if five or more are purchased as a group.

Is it okay to charge for the time of my staff engineer to install the equipment?

No, you may not claim the salaries of your own staff engineer or cost of a qualified independent contract engineer.

How do I fill out an application?

The applying station must approve the online certification before access to the application is available.

Once the online certification is accepted, applicants are required to fill in fields on the applications.

Once the applicant submits the form, a verification page will be produced for final applicant approval.

What is the SGMS number?

The SGMS number is the Community Service Grant grantee identification number. Please contact your station's head of grantee or grants administrator for the information.

Will I be eligible for a reimbursement if I purchased a NAVE encoder twelve months ago?

Yes, this reimbursement program will apply to encoders purchased from January 15, 2006 until August 1, 2007.

Yes, this reimbursement program will apply to encoders purchased since the release of the eligible NAVE encoders until April 30th,2007.

When and how will I know if I have been approved?

While CPB will consider each application complete as submitted, CPB may, at its discretion, initiate discussion with any applicant to clarify points in an application and/or request additional information.

Once an application is approved, CPB will send the Station Contact an electronic Notification of Approval.
