Research and Analysis Relating to U.S. Broadcast Spectrum Policy and Its Impact on Public Media

Request for Proposals

CPB seeks a consultant to provide expert research, analysis and advice concerning U.S. broadcast spectrum policy as CPB offers guidance to public media in shaping policies and plans related to the federal government's planned auctions, which are intended ultimately to transfer electromagnetic spectrum from television broadcasters to wireless broadband carriers.

This research and analysis will inform CPB's subsequent development of a white paper, which will be written for audiences including the CPB board of directors, licensee governing boards and station managements, Congress, the Administration, key supporters of public media and the American public.

This research and analysis must be completed by August 30, 2013, leaving CPB time to prepare the white paper and review it with its board of directors and others before the end of the calendar year.
