About Our Agency:
South Carolina ETV (SCETV) is the state's public educational broadcasting network. SCETV amplifies South Carolina voices, provides educational experiences, and strengthens communities while working to create a stronger, more connected, and informed South Carolina. SCETV provides national and local content to classrooms via internet services Knowitall.org and PBS Learning Media. SCETV also provides teacher training and re-certification in face-to-face and online settings. 

JOB PURPOSE:
Processes financial transactions concerning assigned accounts. Collects, assimilates, and ensures the accuracy of financial data for internal and external reporting requirements. Reconciles situations when accounts are out of balance, researches errors, and ensures corrective action is taken. Reviews budgetary requests for completeness, verifies estimates, monitors agency expenditures, and summarizes budgetary statements of program activities and objectives. Reconciles reports with ledgers, bank statements, and supporting documents.

JOB DUTIES:
Follow identified procedures related to invoice payment and/or revenue collection. Timely communication with agency departments for payment approval and/or revenue collection efforts. Proper use of internal coding for invoice payment, direct pay, and/or revenue collection. Assurance that vendor payment terms are met and payment is delivered in a timely manner.

Complete data entry/electronic uploads of vendor invoices with minimal errors. Demonstrate proficiency in use of state electronic systems (i.e., OnBase, SCEIS) for payment processing. Efficient utilization of Monthly Payment Log to outline SCEIS document numbers for corresponding payments.  

Research and resolve payment and/or revenue collection issues with vendors or SCETV employees in a timely manner. Provide regular reporting on outstanding issues and demonstrate due diligence in working towards resolution.

PERFORMS OTHER DUTIES AS ASSIGNED:  Special projects may be assigned throughout the year with instructions and deadlines communicated at the time.  This will include back-up duties to assist or in the absence of the other Accountant/Fiscal Analyst on staff.

 

 

Minimum and Additional Requirements

A high school diploma and professional experience in a related area such as accounting, auditing, finance, or banking. A bachelor's degree with multiple accounting courses may be substituted for the required work experience.

Preferred Qualifications

Knowledge of the principles, practices, theories, and terminology of accounting, auditing, banking, budgeting, and financial management. Working knowledge of state government fiscal and accounting processes and systems. Skilled in accounts payable and/or accounts revenue collection. Ability to utilize MS Excel, Office and general accounting software. Ability to proficiently apply mathematical concepts. Ability to interpret and analyze financial data, records, and reports. Ability to establish and maintain effective working relationships with others. Ability to communicate effectively both orally and in writing.
