About Our Agency:
South Carolina ETV (SCETV) is the state's public educational broadcasting network. SCETV amplifies South Carolina voices, provides educational experiences, and strengthens communities while working to create a stronger, more connected, and informed South Carolina. SCETV provides national and local content to classrooms via internet services Knowitall.org and PBS Learning Media. SCETV also provides teacher training and re-certification in face-to-face and online settings. 

JOB PURPOSE:
Under general supervision of the President and Chief Executive Officer, the Chief Financial Officer (CFO) is responsible for the financial operations of the agency, including the effective allocation of resources in pursuit of the agency’s mission, goals, and objectives. This position develops and implements the agency’s budgetary objectives providing timely reporting to agency leaders to monitor financial performance. This position exercises substantial independent discretion regarding financial management and compliance.  The CFO provides the principal leadership in identifying and implementing sound internal controls and financial strategies. The position develops and presents financial results to boards and committees, provides consistent updates to the Agency Head and senior leadership team, and serves as a key liaison to critical internal and external stakeholders.

JOB DUTIES:

  • Serve on the agency's executive team and as leader of the Finance Department staff, creating a strong team environment focused on customer service to all departments within the agency, contractors/vendors, the ETV Endowment and other stakeholders.   Ensure that Finance staff receive appropriate training in financial systems such as SCEIS and CPB's ISIS and other required training and professional development. Ensures all agency personnel are knowledgeable of and act in compliance with agency fiscal policies and procedures.
  • Prepare budget requests as required, including the annual Governor's budget request, agency detailed budget submission and legislative budget requests; ensures that expenditures are made in conformance with all internal and external requirements.
  • Monitor legislative (state and federal) actions to determine fiscal impacts for the agency and work with agency leadership to formulate strategies to respond.
  • Promote agency- wide understanding of risks and risk management and mitigation strategies. 
  • Ensures strong financial controls, including staffing, external audits, and contractual. 
  • Manage the timely preparation and submission of all financial reporting, analyses, reports, and related documents including, but not limited to, Year-end ACFR Reporting, the annual Single Audit, state reporting, and all related reports to the Federal Communications Commission (FCC) and Corporation for Public Broadcasting (CPB).
  • Prepares and presents reports to the SCETV Commission on agency financial matters. Confers with State and Federal officials on changes which affect or are affected by the accounting and budgeting system. Prepares and/or coordinates the CPB Annual Financial Report, Station Activity Survey (SAS), and Station Activity Benchmarking Study (SABS) reports. 
  • Coordinates agency procurement/purchasing program to include establishing and revising internal and external controls as required in legislation and Comptroller General regulations. Coordinate with DOA on annual Finance or Procurement audit requests. 
  • Monitor and review, at least monthly, the agency's General Ledger to ensure GAAP and Comptroller General compliance; coordinating appropriate corrections, when necessary, with proper documentation. 
  • Plan and direct the agency's accounting system including accounts payable, accounts receivable, fixed assets, budgets, and purchasing activities. 
  • Develop reliable cash flow projection and develop reporting mechanisms to meet operating needs. Keep management continuously apprised of cash flow and expenditure trends. Establish guidelines for budget and forecast preparation, to include preparation of the annual operating budget. 
  • Ensure budget conformity of agency construction projects, federal projects, and other permanent improvement projects. Supervises the drawdown of federal, capital improvement bonds, capital reserve, and other non-recurring funds. 
  • Review and provide appropriate feedback on all agency contracts relating to the expenditure of agency funds. Provide support for managers in financial planning and business initiatives with the development of business plans and budgets for grant applications. 
  • Assist the agency with identifying business opportunities that are entrepreneurial and benefit the organization by furthering the mission or generating revenue. 
  • Work closely with the ETV Endowment to ensure timely billing and tracking.
  • Performs other related duties as assigned.

 

Minimum and Additional Requirements

 

A bachelor's degree in accounting, finance, business, or a related field and professional experience in a related area, such as accounting, auditing, finance, or banking.

Preferred Qualifications

A master's degree and eight years of experience in financial management or accounting practice, supervisory experience, experience in public television and/or government accounting and designation as a Certified Public Accountant (CPA) preferred.
