CPB is currently seeking to hire a Senior Financial Review Specialist (Level 7). Salary $60,200 - $82,700. This position reports directly to the Director, TV CSG Policy and Review.
General Description:
To oversee and perform the technical and analytical financial review processes associated with CPB's Community Services Grants (CSGs), ensuring the accuracy of financial information submitted by public broadcasting stations as well as its compliance with CPB's financial reporting guidelines. Reviews, compiles, analyzes and reports on data from CPB information systems for internal and external stakeholders. This position strengthens CPB's ability to enforce compliance to ensure the equitable distribution of CSG funds.
Specific Responsibilities:
Financial Reviews of Station Data and Tracking Deliverables
- Performs and oversees the review of required financial reports submitted by radio and television stations to ensure compliance with CPB's financial reporting guidelines for CSGs. Follows-up on issues related to submitted data/reports and/or recommends follow-up actions based on reviews and analysis.
- Ensures that all significant findings related to data submitted by stations are reported to Radio and System Development leadership in order to identify and rectify potential problems.
- Establishes and utilizes tracking mechanisms to monitor and report on the status of all deliverables due from stations and follows up accordingly with those that are outstanding.
Analysis and Reporting
- Produces a comprehensive year-end analysis of the CSGs financial reporting. Ensures that data is organized and produced in a manner that allows management to identify and assess general trends and evaluate station financial performance.
- Analyzes station data to identify trends and inform CPB management; notes anomalies and follows up on unusual information trends to ensure management is aware of developing situations or potential problems.
- Designs, prepares and coordinates the distribution of comprehensive reports to CPB management and public broadcasting leaders.
- Responds to information requests and internal data needs in a timely manner.
Financial Reporting Guidelines and Schedules
- Ensures that financial reporting guidelines are documented and kept up-to-date to reflect CPB's established policies, procedures and requirements. Maintains and updates, as necessary, the financial reporting guidelines and requirements that are provided to stations for their compliance in order for them to receive funds/grants from CPB.
- Reviews current annual financial report schedules to determine necessary changes to improve the accuracy of data captured within the station financial data system. Works, as necessary, with system contractors to implement and ensure functionality of changes and test data.
Other Duties
- Keeps abreast of accounting and financial analysis requirements impacting non-profits and their potential impact on existing financial reporting requirements for CSG station reporting.
- Prepares and participates in webinars and other methods of communication and training for CSG grantees.
- Assists in CPB responses to Office of Inspector General (OIG) audits and reports, including performing analysis, reviewing background and similar audits, and participating in the response process as needed.
- Performs other duties as assigned.
Required Qualifications (Education and Experience):
- Bachelor's degree in business, finance, accounting, or equivalent experience.
- Five to seven years' experience performing accounting and/or financial analysis and reporting functions, preferably in a nonprofit environment.
- Advanced analytical and quantitative skills, with the ability to interpret financial data.
- A strong attention to detail, and the capabilities to organize and prioritize work load, manage time and resources productively, and meet critical deadlines.
- Effective communication skills, both oral and written, with the ability to present data and financial information in an understandable format and communicate effectively with technical and nontechnical individuals.
- Demonstrated experience utilizing computerized financial systems and databases.
- Demonstrated knowledge and understanding of math, accounting and finance theory and practices.
- Proficiency with Microsoft office or similar software, as well as the ability to develop and utilize spreadsheets.
Desired Qualifications:
- Certified Public Accountant (CPA) designation.
- Understanding of grant administration processes and related financial data.
- Knowledge of public broadcasting.
Other Important Information:
- This position operates under moderate supervision and works from established standards, plans and procedures for accomplishing department and individual objectives.
- The work environment for this position involves a high volume of work in certain periods of the grants cycle and must be conducive for detailed financial analytical and review work. During the processing of station's annual financial information, the work flow will become very heavy and require an efficient review and follow up a large volume of issues in a time critical framework.
- Minimal travel is required (less than 5%).
