Investigations

The IG Act, 5 U.S.C. Appendix 3, provides the IG with the authority to conduct investigations. The IG shall make investigations and reports relating to the administration of those programs and operations of an agency that, in the IG’s judgement, are necessary or desirable. 5 U.S.C App 3, Section 6(a)(2). The IG may also coordinate investigations relating to the programs and operations of the CPB. 5 U.S.C. App. 3, Section 4 (a)(1).

An investigation is a planned, systematic search for relevant, objective, and sufficient facts and evidence. Such information may be obtained by various investigative techniques such as interviewing witnesses and examining the records of a company.

OIG investigations typically involve issues of fraud, waste, and error in the CPB programs, activities, and functions. They may also involve contract and procurement fraud, and CPB employee misconduct and impropriety, including abuse of authority or position.

The OIG may conduct investigations of administrative violations involving employee misconduct or criminal activity. Criminal investigations may involve claims of bribery, conflicts of interest, false claims or false statements, obstruction of audit by means of concealment and destruction of records or receipt of illegal gratuities from grantees. The IG must report expeditiously to the Attorney General whenever he/she has reasonable grounds to believe that there has been a violation of a Federal criminal law. 5 U.S.C. App.3, Section 4[d].

The IG is required to keep the CPB Board of Directors and the Congress fully and currently informed of fraud and other serious problems, abuses, and deficiencies relating to the administration of programs and operations administered or financed by the CPB. 5 U.S.C. App. 3, Section 4[a][5].

The Assistant Inspector General for Investigations (AIGI) on the CPB OIG staff will supervise all investigative activities.
