Montana PBS -- working with an engineering firm –- developed a list of functional requirements for a statewide satellite distribution model including details about necessary uplink and reception equipment. The firm also suggested qualities to look for in equipment vendors, assisted in the negotiation for satellite transponder bandwidth and oversaw plan implementation.
