CORPORATION FOR PUBLIC BROADCASTING

RESOLVED,
That the Board of Directors hereby approves the attached FY 2017 Operating Budget for the Corporation for Public Broadcasting.


FURTHER RESOLVED,
The President and Chief Executive Officer may, from time to time, make reallocations in the line items of the budget not to exceed ten (10) percent of any line item, provided that such changes are consistent with statutory allocations contained in the Public Broadcasting Act and further provided that the Board is informed sufficiently in advance of such reallocations through reports from the Chief Financial Officer and Treasurer to enable comments or questions if any.


FURTHER RESOLVED,
Consistent with the authority delegated above, in the event of federal budget action that affects CPB’s FY 2017 appropriation, the President and Chief Executive Officer may adjust the overall budget to comply with such action.

CPB management, in consultation with representatives from the public broadcasting system, has developed a request for the Office of Management and Budget (OMB) for advance appropriations in support of the public broadcasting system for FY 2017; and

WHEREAS,

The Board of Directors has been briefed on CPB's proposed request, and CPB management has consulted with public broadcasting system members to ensure a broad spectrum of system needs for providing service was considered; and

WHEREAS,

CPB seeks to comply with the confidentiality of the OMB annual budget process by not releasing its budget request figures publicly until the President has delivered his budget request to Congress.

NOW, THEREFORE, BE IT RESOLVED,

The Board of Directors authorizes CPB management to submit CPB's appropriations request to OMB.

WHEREAS,

Congress has passed legislation for FY 2011 rescinding 0.2 percent of discretionary domestic spending for every entity receiving federal funds, including CPB; and

WHEREAS,

CPB Management recommends applying the rescinded amount equally across all funding categories of CPB’s FY 2011 operating budget and from CPB’s FY 2011 digital appropriation.

BE IT RESOLVED,

The CPB Board of Directors directs Management to take steps, consistent with all applicable legal and statutory requirements, to return 0.2 percent of CPB’s federal appropriation for the FY 2011 as described above.

The Board of Directors has been briefed on the CPB's proposed request and CPB management has consulted with our public broadcasting system members to ensure that a broad spectrum of public broadcasting needs for providing service to the American public was considered; and

WHEREAS,

CPB seeks to comply with the confidentiality of the OMB annual budget process by not releasing its budget request figures until the President has delivered his budget request to Congress.

NOW, THEREFORE BE IT RESOLVED,

The Board of Directors authorizes CPB management to submit CPB's appropriations request to OMB.
