CPB is accepting grant applications to its Healthy Network Initiative from CSG-qualified public television stations who join a qualified Joint Master Control (JMC) and/or consolidate two or more Television CSG recipients under one executive management. Five million dollars ($5 million) in funding is available each year and will be granted to eligible applicants on a first-come, first-serve basis.

Stations that have streamlined operations and reduced infrastructure and other costs in order to increase capacity for providing stronger local service should consider applying for the grants. Station personnel should carefully review the grant guidelines and the Television CSG General Provisions and Eligibility Criteria prior to applying for grants under this program.

Application Procedure and General Questions:

To apply for a Healthy Network Initiative grant for public television stations, the following items must be completed and returned to CPB:
• Signed Application
• Appropriate Documentation (as outlined in the Grant Guidelines)

FAQ Topic: 

If I receive my first JMC and One Executive Management payments on June 30, 2019, when will CPB release the second payment?

For FY 2019, CPB expects to release the second payments for the JMC in January 2020. For the One Executive Management, we expect to release the second payments in April 2020 when CPB approves the second payment of the Community Service Grant.

If I receive my first payment for the JMC or One Executive Management grant on June 30, 2019, can I apply it toward previously incurred expenses?

Yes, provided the expenses were incurred and recorded within the applicable CSG spending period.

If I change JMC providers during the 5-year period that my station is required to participate in a JMC, will the station be found ineligible and required to return the grant to CPB?

No, the station will not be found ineligible nor will it have to return the grant to CPB. Stations may secure the services from any qualified JMC provider.

Our primary reason for signing up with a JMC is to use it on weekends and holidays. Will we be eligible for JMC funding?

No. To be eligible, applicants are required to discontinue a substantial majority of their master control operations and secure them from a qualified JMC provider.

My station began participating in a JMC in December 2015, but no services were provided until February 2016. Is my station eligible for a JMC grant?

No. The JMC agreement must have been executed on or after January 1, 2016.

My station received a $50,000 grant from CPB prior to 2016 to secure services from a joint master control. Are we eligible for the JMC grant?

No. The station is not eligible because it previously received CPB funding for JMC services.

What is the expenditure period for the JMC and One Executive Management grants?

The spending period for the JMC and One Executive Management grants are the same as the spending period for the station’s CSG.

For example, if your station receives Healthy Network Initiative grant funding on June 30, of 2019, the grant funds must be spent from October 1, 2018 through September 30, 2020 (i.e. the spending period for the 2019 CSG fiscal year). The second payment grant funds must be spent from October 1, 2019 through September 30, 2021 and the third payment (applicable to the One Executive Management) grant funds must be spent from October 1, 2020 through September 30, 2022.

Is my station required to use the JMC grant exclusively to participate in the JMC? Similarly, if my station received a One Executive Management grant would we have to use those funds exclusively to cover the merger costs?

These grants are provided to encourage certain activities and may be used as provided in the TV CSG General Provisions and Eligibility Criteria [ https://www.cpb.org/sites/default/files/stations/tv/generalprovisions/FY-2019-TV-General-Provisions.pdf ].

Can a station apply for a JMC and One Executive Management grants at the same time?

Yes, however the station must have executed its JMC and One Executive Management agreements on or after January 1, 2016.
