initiative (“RTL”), intends to contract with up to 14 public television stations to collaborate with state-level partners to more broadly extend the impact of RTL resources, relationships, and approaches with children ages two to eight, especially those who live in low-income communities, as well their families and educators (“the Target Audience”). There is a particular interest in partnerships with U.S. Department of Health and Human Services Preschool Development Grant (PDG) recipients, but stations may also align with organizations that allow for broader impact with the Target Audience in their states, such as departments of education, library agencies, affiliates of the National Association for the Education of Young Children, and others.

CPB provides funding for the development of public media television, radio, and digital content as well as multiplatform projects that reflect public media’s mission to educate, inform and inspire the American public by providing stories through diverse perspectives, genres, styles and technologies.
As a steward of federal funds, the vast majority of CPB support—by law—goes directly to local stations through Community Service Grants, which help stations expand the quality and scope of their work. However, CPB offers a limited number of additional grants to producers for Content & Production, and here, additional station support to address specific initiatives and issue areas. In collaboration with the Federal Emergency Management Agency Integrated Public Alert & Warning System (“IPAWS”), CPB will be administering the Next Generation Warning System (“NGWS”) Grant to extend the reach and quality of IPAWS alerts throughout the United States. CPB will issue subgrants to public television and radio stations for the purchase, installation of, and training on equipment that will allow IPAWS alerts to be distributed over public radio and television broadcasts, as well as support projects that result in the adoption of the Common Alerting Protocol standard (“CAP”) which permits a single CAP compatible message to activate multiple compliant warning systems.

The Collaborative Operations and Services ("COS") grant program is intended to support multistation initiatives to fully develop and implement collaborations, strategic alliances and other forms of partnerships that will increase stations' abilities and capacities to achieve more together than each can accomplish alone. The COS will provide smaller grants to assist stations with facilitation, analysis, and research ("FAR") required for establishing parameters for collaboration efforts, as well as larger grants for the implementation of serious collaborative efforts.
