About Our Agency:

South Carolina ETV (SCETV) is the state's public educational broadcasting network. Using television, radio, and the web, SCETV's mission is to enrich lives by educating children, informing and connecting citizens, celebrating our culture and environment, and instilling the joy of learning. SCETV provides national and local content to classrooms via the internet services Knowitall.org and PBS Learning Media. SCETV also provides teacher training and re-certification in face-to-face and online settings. 

JOB PURPOSE:
Maintains quality, accuracy, and continuity of services for broadcast and distribution of other multi-format services, including operations of automation, playout, monitoring, reporting, and other adjacent systems. Provides technical engineering assistance as needed to the Media Operations Supervisor. Works directly with other operators, engineering, maintenance, traffic, and transmission teams to report, escalate, assign, communicate, and take an active role in the recovery of any incidents effecting air or media distribution.

JOB DUTIES:
Playlist Management and Signal Origination
Responsible for playback of primary services as scheduled by Traffic and Programming Departments by ensuring lists are received, verified, loaded, and checked for missing media or other potential issues. Maintains operation of playout servers, automation, graphics, and CG insertion, and associated systems for distribution and air.

Recording and Media Management
Responsible for receipt, loading, and maintenance of record lists to capture real-time media as scheduled by Traffic and Programming via satellite and other channels. Works with Media Operations and other departments to identify and obtain or replace missing media prior to air. Assists in prep and processing of media in agency-provided systems as needed.

Live Event Operations
Works in coordination with Engineering and other associated departments to execute various live shots, studio productions, and scheduled or unscheduled breaking news updates. Works with Engineering and various studios for coverage and distribution of live Legislative Sessions, Supreme Court, Emergency Management, and other state media functions. During statewide or localized emergency events, operators may be required to work outside of normal hours, may generate crawls to communicate between agencies and the public, and respond to rapidly changing situations.

Coordination and Communication
Communicate in a timely, professional, and efficient manner with other departments, other agencies, and in some cases, members of the public using various formats and methods. Communications for various functions will include at least intercom systems, email, telephone, text, Slack, Teams, and standard PBS web forums. Viewer and listener calls and emails may require initial data collection and triage, as well as direction or escalation to appropriate persons or departments.

Monitoring and Troubleshooting
Monitors all services using agency-provided tools and systems, responding, correcting, and communicating as appropriate to each situation. Provides technical analysis information to various teams in the agency as needed, often through standardized reporting systems, but sometimes in real-time to assist in incident resolution. Must be able to evaluate data provided by visual and audible observation and by exception monitoring tools to identify, troubleshoot, and escalate to proper channels as appropriate to various incidents and situations.

Regulatory Compliance
Maintains familiarity rules and codes associated with FCC, ATSC, and other regulating bodies as it pertains to our broadcast or otherwise distributed product. Ensures our services are in adherence with that code, communicating variances from guidelines or best proactive and suggesting corrective actions as appropriate.

Reporting
Reports incidents, repair requests, and trouble tickets through agency-provided systems. Generates Discrepancy Reports related to disruptions, defects, or deviations from schedule for various services, coordinating with Engineering, Traffic, Programming, and other departments to gather, record, and communicate appropriate data.

Performs other related duties as assigned.
 

 

Minimum and Additional Requirements

Associate degree in a related area; or high school diploma and experience in the repair and maintenance of electronic broadcasting equipment. 

Preferred Qualifications

5 years of experience in related field.
