Fiscal year 2010 radio station grant calculations

Fiscal Year 2010

Expenditure period: 10/1/2009 - 9/30/2011

The FY 2010 Radio grant calculations are based on three assumptions:

  • First, and most important, that the Corporation for Public Broadcasting receives the full FY 2010 public broadcasting appropriation of $420 million on October 1, 2009, and that CPB is not subject to any subsequent rescission or other reduction in funding from Congress. Final decisions on possible rescissions or cutbacks might not be known by October 1, but could come later in the fiscal year.
  • Second, that the final amount of FY 2008 nonfederal financial support (NFFS) for your grantee will not be modified subsequently, and
  • Third, that there will be 414 radio grantees participating in the CSG program.

Changes affecting any of these assumptions could result in adjustments to the actual grants provided.

The final Incentive Rate of Return (IRR), applicable to CSG Levels C and D, is .062124. Fluctuation in IRR from year to year is a function of total radio system NFFS and the CPB appropriation. Please note there is a two year lag between station financial data used for CSGs and the CPB fiscal year.

FY 2010 Restricted Percentage: 26.11%*

*All radio CSG recipients are required to spend 26.11% of the FY 2010 grant on national program production and acquisition. These funds must be used exclusively for the acquisition, production, promotion and distribution of national programming of high quality, diversity, creativity, excellence and innovation, with strict adherence to objectivity and balance in all programs or series of programs of a controversial nature.

FY 2010 Base Grant Amounts:

  • Level A: $100,000
  • Level B: $68,250
  • Level C: $68,250
  • Level D: $54,600

Minority Multiplier

CPB defines a minority grantee as one that meets at least two of the following three tests:

  • a measured minority audience composition greater than 35 percent over the previous two years,
  • at least half of the station's full-time work force are members of minority groups,
  • at least half of the members of the licensee's board of directors are members of minority groups, or the station(s) is/are licensed to a historically black college or university, as defined by the U.S. Department of Education.

Stations with a board of directors, at least half of the members of which are Native American, qualify for all minority incentives.
