WHEREAS,

CPB management has developed a request for the Office of Management and Budget (OMB) for an advance appropriation in support of the public broadcasting system for FY 2021 and the public broadcasting interconnection system for FY 2019; and

WHEREAS,

The Board of Directors has been briefed on CPB’s proposed request, and CPB management has consulted with public broadcasting system members to ensure a broad spectrum of system needs for providing service was considered; and

WHEREAS,

CPB seeks to comply with the confidentiality of the OMB annual budget process by not releasing its budget request figures publicly until the President has delivered his budget request to Congress.

NOW, THEREFORE, BE IT RESOLVED,

The Board of Directors authorizes CPB management to submit CPB’s general budget request for FY 2021 and interconnection system budget request for FY 2019 to OMB.

WHEREAS,

NOW, THEREFORE, BE IT RESOLVED,
The Board of Directors authorizes CPB management to submit CPB’s request to OMB for funds to accommodate the needs of public radio interconnection.

Most of the federal funds appropriated to CPB are provided directly to public broadcasting stations each fiscal year through CPB's Community Service Grant (CSG) program in two equal payments in the fall and spring;

WHEREAS,

The importance of CSG support has increased due to the current economic environment; and

WHEREAS,

In August of 2012 the CPB Board of Directors authorized CPB management to modify the disbursement practices of the CSG program for FY 2013 and FY 2014 to provide 70 percent of the CSG to stations in the first payment and 30 percent in the second.

THEREFORE, BE IT RESOLVED,

The CPB Board of Directors authorizes CPB management to continue the modified disbursement practices of the CSG program for FY 2015 and FY 2016 to provide 70 percent of the CSG to stations in the first payment and 30 percent in the second.

That the Board of Directors of the Corporation for Public Broadcasting hereby authorizes CPB management to negotiate and enter into an agreement with the Public Broadcasting Service to support the acquisition of Nielsen research for an amount not to exceed $725,000 for FY 2013.

WHEREAS,

The CPB Board of Directors adopted Goals and Objectives directing CPB to support "innovation on digital platforms; content that is for, by and about diverse people; and services that foster dialogue between the American people and the public service media organizations that serve them"; and

WHEREAS,

CPB management has supported the Online Video Engagement Experience (OVEE), an innovative digital project that benefits the public media system, with a grant of $955,000; and

WHEREAS,

CPB management recommends additional funding of $575,000 for enhancements to OVEE; and

WHEREAS,

CPB policy requires Board approval for contracts and grants of and over $1 million in total contemplated payments for non-program funding or program related activities;

THEREFORE, BE IT RESOLVED,

That the CPB Board of Directors hereby authorizes CPB management to provide additional funding to ITVS up to the amount of $575,000 to support enhancements to OVEE.
