Request for Proposals

The Corporation for Public Broadcasting (CPB) seeks mixed media audio/video production services (Producer) for up to twelve videos and six podcasts to be created from August 2017 through March 2018. Production will occur at various locations around Washington, DC vicinity and other areas around the country, at CPB’s request.

The services will support a training program CPB will host for public media leaders. The program is based on the five critical strategic areas identified in a recently completed study. It will begin with a two-to-three day in-person immersion event expected to occur in September 2017, and will continue with up to seven 90-minute webinars every two to four weeks for the remainder of the period.

Could you provide any 'look and feel' examples of video similar to the desired finished product that you would like to see produced for this project?

No. We are interested in seeing the look and feel of the producer’s work through the examples submitted to us.

Would it be possible to curate the final videos in such way that there are a higher quantity of shorter videos (1-2 minutes) and then some signature longer videos (3-5 minutes) for conference play or editing of panels at the conference in September?

Because our content needs will develop and change over the term of the contract, it is not possible to determine whether this approach is appropriate.

According to the pro forma budget in the RFP, there is a line item for studio time. Do you anticipate all interviews (video, podcast, or otherwise) to take place in a studio environment?

No, we do not expect all the interviews to take place in a studio environment.

Assuming 1 hour per person of studio time (including arrival and prep), and an industry standard 10-hour day, how many days of production do you anticipate?

At this time, we cannot estimate this number. For a description of the required content, please refer to page 1 of the RFP.

Will the studio interviews require more than one camera?

It is unlikely that we would need more than one camera per interview.

Could you provide some broad stroke insight into the challenges your funded stations are facing and a top level-synopsis of what you are trying to communicate with them?

Please refer to www.cpb.org for information about the challenges facing public media. With regard to a synopsis, please refer to page 1 of the RFP for a description of the project.

Could you describe the target audience in more detail?

The target audience includes general managers from public television stations and potentially the leadership from other public media organizations.

Are there any required federal registrations to submit a bid (ex: GSA, SAM Registration, Gov. DUNS Number, etc.)?

No.

Could you provide an anticipated budget range for this project?

To ensure that the proposals are competitively priced, we will not disclose that information.

What is the CPB team structure for this project?

The Producer will work primarily with the project officer and the senior vice-president of Media Strategy, and may have contact with other senior level staff.

Could you provide a list of subjects or supplemental subject matter for each desired piece of content?

For a description of the content, please refer to page 1 of the RFP.

Do you have specific technical requirements for the recording format?

Not at this time.

Please clarify if this proposal should include event production costs for video or if the scope of this RFP is limited to recording stand-alone interviews in a controlled environment off-stage.

The RFP does not include event production costs. Please refer to page 1 of the RFP for a description of the required content.

What are the exact start and end dates for the period of performance?

The performance start and end dates are explained on page 1 of the RFP.

What are the CPB’s end goals? What does success look like?

CPB’s goals and the purpose of the content are explained on page 1 of the RFP.

How many people in total will need to be recorded? Who are the “public media leaders” who will participate in the CPB training program?

At this time, we do not know the precise number of people that will be recorded or their names.

On what platforms do you anticipate using this content? Are you envisioning animated videos and/or motion graphics?

The content produced must be on a platform that is appropriate for playback to a private group of up to 40 persons. We do not expect to need fully animated videos, and can envision some use of motion graphics.

Do you have specific technical requirements for the recording format?

The quality must be appropriate for playback to a private group of up to 40 persons. When CPB works digitally with 1080p HD, the specifications are a resolution of 1920 × 1080; a video bitrate of at least 10Mbps, and an audio bitrate of 320 kbit/s delivered in MP4 and/or H.264 at a minimum.

Please provide specifications for the desired format for finished files.

Final materials delivered to CPB should include production footage and finished files in both their native format and a format suitable for streaming online.

Do you foresee the need for stock licensing of any video, photography, music, or audio? If so, will these videos potentially be broadcast?

Applicants may suggest stock licensing of content. Video will likely be streamed from a website and is not intended for linear broadcast.

If this contract is to include event production services for video, can you provide further clarification as to the scope of that effort?

Not applicable.

How many people and/or administrative hierarchies will be involved in the approval process?

The Producer will have one primary point of contact but may work with other senior level CPB staff.

Do you have an idea of the length of time required for CPB to review a single video or a batch of 5 videos?

CPB will provide timely feedback to the Producer.

Are there any existing video, photo, animation, or audio materials which will need to be incorporated into the final edited videos? If so could you provide a brief description?

Not at this time.

May we deliver final project files to you, digitally, on a hard drive? If so, do you have any specific requirements for said hard drive?

CPB expects that individual files will be made available upon completion via a secured file sharing platform formatted for use with Microsoft Windows and that supports USB 3.0 connectivity. CPB may also request that all contracted work product be delivered on a hard drive by the end of the contract.
