Request for Proposals

Corporation for Public Broadcasting (CPB) seeks the services of a creative producer to provide audio video content to advance CPB’s priorities in education and journalism, as well as to support public media stations’ work. The producer must be available upon short notice and will often be expected to provide the final product within a few days of receiving the assignment.

CPB anticipates most of the shoots will take place in the Washington, D.C. metro area, although several may be in other locations throughout the United States. The producer will be required to provide a wide range of audio video services at CPB’s request, which may include but are not limited to those described below.

A. produce strictly promotional AV content for CPB supported initiatives and/or public media programming to showcase at system events, national stakeholder meetings and online (such as CPB.org), as well as for use by stations at local stakeholder meetings and events;
B. film CPB sessions at industry events and other meetings for use on CPB.org or potential future use in promotional videos (approximately six one-day shoots per year). Such events include:
o CPB participation at station events;
o CPB-sponsored activities at the PBS Annual Meeting;
o CPB’s participation at the APTS Public Media Summit;
o CPB’s participation at the Public Media Development and Marketing Conference; and
o CPB’s Board of Directors meetings;
C. develop AV content for promotional use by stations and on CPB’s website;
D. film interviews and brief testimonials ranging from 30 seconds to 5 minutes in length. The testimonials may include CPB senior executives, public media talent, or key stakeholders in public media; and
E. edit existing AV and digital content.

The producer will be compensated on an hourly basis and the contract will extend for a term of three years. At the expiration, CPB will have, in its sole discretion, the right to renew the agreement for two additional one-year terms. CPB estimates approximately 800 hours per year for audio video services and anticipates needing a comparable amount each year during the contract term.

Does CPB have the same rights as PBS under the compulsory music licensing agreements to leverage?

The vendor must secure license rights to any music used in content produced for CPB. However, to-date, any music secured was at a minimal or no cost, which we expect will be the case going forward.

What are the licensing terms for the content?

Content created by the vendor would be a work made for hire under the agreement between CPB and vendor and should not be an issue, unless it involved third party content. Working with the vendor, we will decide on a case-by-case basis, what rights are necessary and whether the vendor and/or CPB is responsible for securing them. The rights typically cover a four year period. The common types of content would involve short testimonials and clips of higher profile speakers. For testimonials, the vendor is usually responsible for obtaining the interviewee’s consent via video at the time of recording. If clips from higher profile speakers are necessary, CPB would likely assume responsibility for negotiating the same, by including in the speaker’s contract, the right to use a clip from his presentation, not to exceed three minutes on CPB’s website or at industry meetings and events.

What was the total spend for the 800 hours of content that were developed in the past?

Since this is a competitive procurement we will not disclose our budget or the amounts previously spent for the services.

Are there any diversity requirements that need to be met as part of this project?

No.

Are there any stipulations on the usage of 1099’s or Independent contractors outside of them being compliant?

We require a W-9 from every vendor and that information informs whether we issue a 1099.

For post-production editing, are there any stipulations on which platform needs to be utilized?

No.

What is the typical turn-around time for projects?

Depending on the project, delivery may range from several weeks to a couple of days.

Exhibit C has various pricing components such as a 2 man crew, lighting, studio, etc… is this pricing required for the RFP or is this solely an example of the format for the pricing submittal?

The pricing must be identified for the formats required as it will reflect the rates applied throughout the contract term.

Will equipment be provided to the producer by CPB?

No.

Can we sub in an alternate producer if the primary producer is unavailable due to illness or personal time off?

Yes, with CPB’s advance approval

What is the typical notice given for an assignment?

Notice can range from months in advance to several days. However, as mentioned in the RFP, The producer must be available upon short notice and will often be expected to provide the final product within a few days of receiving the assignment.

Can we submit the proposals via email?

Proposals must be submitted through CPB’s electronic grants management system as described in Section VII the RFP.

Can we perform the tasks (related to RFP) outside USA?

No.

Will there be requirements to be in Washington DC during this contract term?

The services must be provided onsite in the Washington, D.C. metro area and throughout the U.S. CPB anticipates most of the shoots will take place in the Washington, D.C. metro area, although several may be in other locations throughout the United States. The producer must be available upon short notice and will often be
expected to provide the final product within a few days of receiving the assignment.

Are companies located outside of Washington DC, or outside the USA eligible to apply?

We will accept proposals from applicants that meet the criteria specified in the RFP.
