Wyoming Public Media is a service of the University of Wyoming.

JOB PURPOSE:

Manage, direct, and supervise the business and fiscal operations of Wyoming Public Media (WPM) in accordance with public broadcast standards, university procedures, and government regulations—including the Federal Communications Commission (FCC) and the Corporation for Public Broadcasting (CPB); implement successful financial strategies and performance. This position reports to the WPM General Manager (GM) and works under limited supervision.

ESSENTIAL DUTIES AND RESPONSIBILITIES: 

  • Manage, direct, and supervise the business and fiscal operations of WPM, including revenue/expenditure budgeting and long-range fiscal planning.
  • Provide budgeting and planning support in specific broadcast areas including engineering/IT digital technology, production/programming, fundraising, and federally and privately funded programs and special projects, work with GM to develop fiscal strategy and implement integrated departmental solutions. 
  • Participate in the formulation of strategy and decision-making for a statewide broadcast entity with national standing and operating affiliations. Prepare complex financial reports; perform complex accounting functions; analyze data and generate projections for reports that inform constituencies.
  • Manage and maintain daily fiscal affairs for broadcast areas, including processing purchase orders and vouchers, accounts payable/receivable, travel, attendance protocols, Interdepartmental Transfers (IDT’s), deposits, expense reports; responsible for facilitating and monitoring for accuracy WyoCloud reports and UW Foundation funds for payments, gifts, transfers, and deposits. 
  • Analyze complex industry contracts, assist negotiations, track expenditures, content and technical production requirements for projects; ensure compliance with FCC, Corporation for Public Broadcasting (CPB), state, and UW regulations; identify and report differences in regulatory policies and procedures; reconcile as directed.
  • Manage and oversee annual internal and external audits, including but not limited to UW, CPB. Create and maintain records management and reporting systems. 
  • Implement fiscal management of grants, including pre-award budget preparation and proposal submissions.
  • Track federally regulated activities such as annual EEO policy and reporting assignments; review and certify accuracy of WPM’s public file; keep abreast of fiduciary broadcast industry regulations, policies, and directions pertaining to FCC, CPB, NPR and similar industry entities. Identify variance in fiduciary interpretations and apprise GM of potential regulatory or operational conflicts.
  • Serve as GM’s liaison with UW HR and fiduciary personnel, federal, state, and internal agencies as assigned; prepare financial reports for WPM’s Public Advisory Council as assigned; monitor and report up-to-date information on changes in UW financial and HR policy and procedure.
  • Regularly review WPM business practices, policies, and procedures for accuracy and best practices; generate weekly/monthly reports and keep parallel reports for updated daily use.

REMOTE WORK ELIGIBILITY: 

This position provides vital support to campus customers and requires the successful candidate be available to work on campus.

MINIMUM QUALIFICATIONS:  

Education:  Bachelor’s degree in Accounting, Business Administration, or a related field

Experience:  2 years work-related experience

Required licensure, certification, registration or other requirements:  None

DESIRED QUALIFICATIONS:
