RTL 2020-25 Learning Neighborhood Planning Projects

The Corporation for Public Broadcasting (“CPB”), as part of the 2020-25 Ready To Learn initiative (“RTL”), intends to contract with up to thirty public television stations to participate in a capacity-building planning period (“Phase I”) from which a third and final cohort of 18 stations will be selected for funding as Learning Neighborhoods (“Phase II”), an innovative model of community engagement designed to extend the reach and impact of RTL content in low-income communities. A Learning Neighborhood consists of a group of partners, including a local PBS station, that are acutely focused on the early learning needs of children and their families in the local station’s service area (“Learning Neighborhood”). Learning Neighborhoods will intentionally coordinate parent, family and educator experiences and provide a comprehensive set of touchpoints for a community to support a child’s learning, encouraging sustained use and extending the impact of the RTL content. On a macro level, the goal of the Learning Neighborhood will be to foster a community-wide culture that promotes Ready To Learn’s “Learn Together” theme and empowers children and adults to learn anytime, anywhere – at home, in the neighborhood, and within local systems and spaces.

Ready To Learn Station Training and Implementation

The Corporation for Public Broadcasting (CPB), as part of its 2015-20 Ready To Learn (RTL) initiative funded by the Ready To Learn Television Program of the U.S. Department of Education, intends to fund up to 25 public television stations to receive hands-on training with advanced digital and educational community engagement resources, developed through the RTL initiative, and assistance to develop and implement these resources in low-income communities that they serve, with children ages two to eight, and their families and caregivers (collectively, the target audience). The goal is to strengthen the target audiences’ early science and literacy learning through programs designed by the stations, using these resources.

Ready To Learn Community Partnership Planning Applications

The Corporation for Public Broadcasting (CPB), as part of the 2015-20 Ready To Learn initiative (RTL) intends to provide funding for up to 30 public television stations in phase one, from which up to 14 stations will be selected for funding in phase two. In phase one (October 1, 2017 through April 30, 2018), applicants must demonstrate that the station has sufficient staff available to support the project with experience in early learning, station leadership support for this project, and the capacity to develop a community engagement collaborative to support early learning in STEM and literacy. In phase two (October 1, 2018 – September 30, 2020), CPB expects to fund approximately 14 of these stations to implement a two-year Community Collaborative for Early Learning & Media (CC-ELM). The objective of the CC-ELM is to give children ages two to eight from low-income households (the "Target Audience") a stronger foundation in early science and literacy learning by engaging them, their families, and their caregivers with Ready To Learn’s high-quality digital and hands-on educational content.
