WHEREAS,

CPB management, in consultation with representatives from the public broadcasting system, has developed a request for the Office of Management and Budget (OMB) for an advance appropriation in support of the public broadcasting system for FY 2019; and

WHEREAS,

The Board of Directors has been briefed on CPB's proposed request, and CPB management has consulted with public broadcasting system members to ensure a broad spectrum of system needs for providing service was considered; and

WHEREAS,

CPB seeks to comply with the confidentiality of the OMB annual budget process by not releasing its budget request figures publicly until the President has delivered his budget request to Congress.

NOW, THEREFORE, BE IT RESOLVED,

The Board of Directors authorizes CPB management to submit CPB's budget request for FY 2019 to OMB.

The Board of Directors has been briefed on the proposed request by CPB management and PBS management regarding the function, design, and cost of the next interconnection system; and

WHEREAS,

CPB seeks to comply with the confidentiality of the OMB annual budget process by not releasing its budget request figures publicly until the President has delivered his budget request to Congress.

WHEREAS,

CPB seeks to comply with the confidentiality of the OMB annual budget process by not releasing its budget request figures until the President has delivered his budget request to Congress.

The Board of Directors authorizes CPB management to submit CPB’s appropriations request to OMB.

WHEREAS,

Congress has reduced CPB's digital appropriation for fiscal year 2011 "for costs related to digital content development and distribution, associated with the transition of public broadcasting to digital broadcasting, to be awarded as determined by the Corporation in consultation with public radio and television licensees or permittees, or their designated representatives;" and

WHEREAS,

CPB management, in light of the reduced appropriation, has reviewed the uses and purposes of these funds in consultation with advisory panels of public broadcasting station representatives and member organizations; and

WHEREAS,

CPB management has considered these recommendations and comments and has proposed recommendations to the CPB Board of Directors on the use of the funds;

NOW, THEREFORE, BE IT RESOLVED,

That the CPB Board of Directors adopts the funding priorities for fiscal year 2011 as recommended by CPB management in the attached (other than $3 million for HD radio power increases to be held for future board actions presumptively if not necessarily, for radio) and authorizes CPB to implement these recommendations including entering into necessary agreements and to take such other actions and make such adjustments as may be necessary and appropriate, consistent with the stated goals upon which the recommendations are based, to facilitate the goal of timely distribution of these funds, all in consultation with the Corporation's General Counsel.

WHEREAS,

Congress has passed legislation for FY 2011 rescinding 0.2 percent of discretionary domestic spending for every entity receiving federal funds, including CPB; and

WHEREAS,

CPB Management recommends applying the rescinded amount equally across all funding categories of CPB’s FY 2011 operating budget and from CPB’s FY 2011 digital appropriation.

BE IT RESOLVED,

The CPB Board of Directors directs Management to take steps, consistent with all applicable legal and statutory requirements, to return 0.2 percent of CPB’s federal appropriation for the FY 2011 as described above.
