Broadcast Engineer, Technical and Regulatory Consultant

The Corporation for Public Broadcasting (CPB) seeks the services of a broadcast engineering consultant knowledgeable in television and radio broadcasting technology, broadcast spectrum, business operations, and policy to advise CPB on technical and regulatory issues relating to market transition considerations for NextGen TV (ATSC 3.0), broadcast spectrum allocation, content distribution interconnection systems (Interconnection), 5G, emergency alerting technology, FCC matters, and other similar issues as they relate to public broadcasting technology.

Broadcast Engineering Consulting Services RFP: Coverage Area Population and Contour Overlap Analyses

CPB is seeking proposals from broadcast engineering consulting firms (Consultant) with public television and radio expertise to provide coverage area analyses, contour overlap data, and demographic population analyses for public broadcasting stations receiving or applying for Community Service Grant (CSG) funding from CPB.

NextGen TV Transition and Broadcast Engineering Expert

The Corporation for Public Broadcasting (CPB) seeks the services of an expert(s) (Expert) knowledgeable in television broadcasting technology, spectrum, business operations and policy to advise CPB on issues relating to market transition considerations for NextGen TV (ATSC 3.0), FCC’s TV spectrum repack, 5G wireless technology, and other NextGen TV and spectrum related issues as it relates to public broadcasting as described in more detail in Section IV of the RFP, Work Scope. In addition, CPB seeks the Expert to provide strategic planning assistance through multiple forms such as authoritative, technical reports and presentations.

Broadcast Engineering Services: Television and Radio Station Coverage Area Analysis

CPB is seeking proposals from broadcast engineering consulting firms (Consultant) with public television and radio expertise to provide coverage area analyses, contour overlap data, and demographic population analyses for public broadcasting stations receiving or applying for Community Service Grant (CSG) funding from CPB.

Post FCC Spectrum Auction Planning

The Federal Communications Commission will hold a voluntary auction of spectrum currently held by television stations, and has encouraged stations to participate in the auction by surrendering all of their spectrum, sharing spectrum with another station, or moving to a less desirable portion of the spectrum. Once the auction is over, many television stations will be forced to change channel assignments during the channel repacking. It is possible that this process will create areas that are no longer able to access public television, as the contours of stations change, and as station translators are forced off the air.

The Corporation for Public Broadcasting (CPB) seeks the services of a consultant(s) (Consultant) knowledgeable in television broadcasting technology, business operations and policy to assist CPB with: 1) identifying areas where there may be a potential loss of public television service after the auction and the resulting channel repacking, and providing CPB with a detailed report and recommendations on how to restore service to those areas, and 2) research and prepare scenarios/solutions for potential issues stations may face in the channel repacking following the auction, and 3) after completing the report, provide assistance to CPB and stations on an as-needed basis with issues resulting from the auction including the repacking. The Consultant will work closely with CPB throughout the process and in determining the parameters of the report, keeping CPB apprised of any issues as they arise.

The Corporation for Public Broadcasting ("CPB") will make matching grants of up to $50,000 to eligible public television licensees to help station management obtain the professional expertise and analyses needed to make informed decisions about participation in the planned FCC spectrum auction, and to engage boards and community members in strategic discussions about their options. This grant program is part of a multi-pronged effort by CPB -- the Supporting Healthy Stations' Spectrum Auction Planning Initiative -- that includes a series of informational webinars, spectrum auction decision-making tools and access to national spectrum experts.
