Broadcast Engineer, Technical and Regulatory Consultant

The Corporation for Public Broadcasting (CPB) seeks the services of a broadcast engineering consultant knowledgeable in television and radio broadcasting technology, broadcast spectrum, business operations, and policy to advise CPB on technical and regulatory issues relating to market transition considerations for NextGen TV (ATSC 3.0), broadcast spectrum allocation, content distribution interconnection systems (Interconnection), 5G, emergency alerting technology, FCC matters, and other similar issues as they relate to public broadcasting technology.

RTL 2020-25 State Project (Cohort B)

initiative (“RTL”), intends to contract with up to 14 public television stations to collaborate with state-level partners to more broadly extend the impact of RTL resources, relationships, and approaches with children ages two to eight, especially those who live in low-income communities, as well their families and educators (“the Target Audience”). There is a particular interest in partnerships with U.S. Department of Health and Human Services Preschool Development Grant (PDG) recipients, but stations may also align with organizations that allow for broader impact with the Target Audience in their states, such as departments of education, library agencies, affiliates of the National Association for the Education of Young Children, and others.

RTL 2020-25 Learning Neighborhood Planning Projects

The Corporation for Public Broadcasting (“CPB”), as part of the 2020-25 Ready To Learn initiative (“RTL”), intends to contract with up to thirty public television stations to participate in a capacity-building planning period (“Phase I”) from which a third and final cohort of 18 stations will be selected for funding as Learning Neighborhoods (“Phase II”), an innovative model of community engagement designed to extend the reach and impact of RTL content in low-income communities. A Learning Neighborhood consists of a group of partners, including a local PBS station, that are acutely focused on the early learning needs of children and their families in the local station’s service area (“Learning Neighborhood”). Learning Neighborhoods will intentionally coordinate parent, family and educator experiences and provide a comprehensive set of touchpoints for a community to support a child’s learning, encouraging sustained use and extending the impact of the RTL content. On a macro level, the goal of the Learning Neighborhood will be to foster a community-wide culture that promotes Ready To Learn’s “Learn Together” theme and empowers children and adults to learn anytime, anywhere – at home, in the neighborhood, and within local systems and spaces.

Broadcast Engineering Consulting Services RFP: Coverage Area Population and Contour Overlap Analyses

CPB is seeking proposals from broadcast engineering consulting firms (Consultant) with public television and radio expertise to provide coverage area analyses, contour overlap data, and demographic population analyses for public broadcasting stations receiving or applying for Community Service Grant (CSG) funding from CPB.

ATSC 3 Adoption Planning and Post FCC Spectrum Auction Repack

Education Innovation Station Planning Grant

The Corporation for Public Broadcasting (CPB) intends to provide grants of $10,000 per station to up to 50 public television stations to spur innovation in stations’ local education efforts and to enhance stations’ capacity to carry out that work. Through this grant, stations will develop a plan to develop new education services or improve existing service models to better meet the needs of their communities. The plans may target any subject area or age group, from early learners through adult learners.

Shared Purchasing Provider

The Corporation for Public Broadcasting (CPB) seeks to support the establishment of a “Shared Purchasing Provider” to work with public radio and television stations (“public media system”) to implement cooperative purchasing arrangements that leverage their shared buying power to obtain more favorable pricing and contract terms for equipment and services.
