Business and Media Strategy Consultant

The Corporation for Public Broadcasting (“CPB”), System Development and Media Strategy (MSTRA) is seeking a consultant to provide counsel and assistance on the issues facing the public television system, including the impact of the spectrum auction on system composition and public policy, changes in consumer behavior and content delivery technology, and evolving business strategies in a digital environment.

Business Consulting: Public Television Service Options

The Corporation for Public Broadcasting (“CPB”) seeks the services of a consultant(s) (“Consultant”) to advise and assist CPB with identifying potential public television station-centered collaborative opportunities to strengthen public television services.  The Consultant will 1) evaluate public television services in markets (approximately five) where stations, that CPB will identify, are not meeting CPB’s minimum service and eligibility criteria set forth in the television community service grant general provisions (General Provisions). The evaluation will provide alternate methods to provide those services with a priority toward local and regional collaborations and will identify the costs to implement a reconfigured service; 2) identify, with input from CPB, approximately five other vulnerable markets where stations can benefit from strengthening and/or increasing service through collaboration or consolidation; and 3) at CPB’s direction, work with selected stations to implement the reconfigured service.  

System Technology Assessment

CPB seeks the services of a consultant to evaluate local stations’ current capacities to continue to best serve their local audiences through broadcast technology.  This work will involve: surveying stations to determine the state of the current production and broadcast distribution equipment, financial plans to sustain current equipment and invest in future production and broadcast distribution equipment; analyzing collected data and developing a comprehensive report of stations’ equipment and financial capabilities; prioritizing equipment replacement and related station financial needs using factors such as immediacy of the need for replacement (e.g. end of life/failing equipment), station’s ability to finance the replacement, etc.; and identifying resource gaps that may impede future sustainability in an evolving media environment and outlining possible solutions for bridging them.

The results of this work will inform CPB’s decision-making as we work to assist stations, and the system as a whole, keep up with technological changes and develop future operating models.

Legal Services Related to Online Transmission of Sound Recordings

The Corporation for Public Broadcasting (CPB) seeks legal advice and assistance concerning online transmission of sound recordings by public media entities, as well as pending Section 114 proceedings before a Copyright Royalty Board at the United States Copyright Office. Activities will involve analysis of reported music use during an historical several-year period, advice with respect to potential future music use reporting obligations, and assistance with licensing negotiations.
